This is actually the second time that error is preventing Xbox users from connecting to Xbox Live. Needless to say, users are very angry with Microsoft:
I am entitled to compensation. This has been very poor and has happened several times from Xbox over the last 2-3 days. We the players pay for a service but can’t access it. If we can’t sign in, then we can’t play games. We demand compensation.

UPDATE:It seems that Microsoft has fixed this issue. The majority of Xbox Live users can now access their accounts.
